Two things trip people up on this grid: what Korean brands mean by lotion, and what the whitening claim legally covers. Both are worth ten seconds before you compare bottles, because they change which product is the right one and what result to expect from it.
Lotion here means emulsion

미백 is one of Korea's functional cosmetic designations, reviewed by the Ministry of Food and Drug Safety. A formula qualifies when it contains an approved melanin-acting ingredient at the reviewed concentration. Niacinamide, arbutin and vitamin C derivatives are the common routes.
The designation covers evening out tone, softening existing spots and slowing new ones. It does not mean lightening your baseline skin colour, and no product on this grid does that.
